Mining in Mindanao is active economic activities in the sense that there are a lot of mining companies in the region both large scale and small scale. It provides a lucrative means of living to other people as employee of big mining companies and as miners in a community based mining.However, because of monetary and economic return from mining activities, people forget to balance the risk at hand from doing irresponsible mining. People tend to do malpractices on mining due to ignorance and convenience without thinking the effect to theirlives, community and future generations.
The government endeavor to advocate responsible mining in the country. There are agencies dedicated to look into the mining operations. However, cascading the responsibilityto the micro level towards good practicesin mining(small-scale mining) is a big challenge. Research and development are in-placed to assess and evaluate the practices of mining in the region. The S&T Program for Responsible Mining in Mindanao (STPRMM) is an evidence of government’s commitment towardsresponsiblemining.This program envisioned to capture mining practices and technology development in mining especially community-based mining activity.
The ICT Support for Responsible Mining is a vehicle to cascade good practices in mining. It captures the scientific evidence from various projects of STPRMM and translates into valuable information for government oversight agency and other mining stakeholders. The project capitalizes the technology to render valuable information comprehensible to the general public. It uses GIS, Remote Sensing, mobile technology and web technology to visualize the real context of mining activities in Mindanao. It provides unobtrusive technology for feedback mechanism and send captured attributes/information using mobile internet or SMS whichever is available.

This project component maintains a mining portal, a web-based online portal that will showcase the good practices and other valuable information about responsible mining in Mindanao. This portal serves various stakeholders of mining industry as shown in the figure above. Rehabilitation practices of big mining companies will also be incorporated in this site. The project will empower the community to report mining incident and malpractices using collective reporting mechanism. Empowering the people on our advocacy for responsible mining is best achieved by shared responsibility between the government and community.
The project will develop information systems and generate GIS-based threat analysis and assessmentinformationabout of selected responsible mining areas in Mindanao.

The overall framework of the system is illustrated in Figure 2. The system is primarily established to capture the results and output of various components of responsible mining project in Mindanao. The output from research project is process into more meaningful information for mining stakeholders, oversight agency and local community. This output may consist but not limited to secondary data, land-use map and other pertinent documents for responsible mining.
(1) The spatial data management moduleResponsible Mining Projects
The spatial data management functions as vehicle of data collecting, converting, data input and output that is to establish and maintain the spatial environment database. Two different types of data source involve in the mining area: paper maps/documents and electronic maps/documents (e.g. CAD maps and dynamic monitoring data). The former one refers to terrain maps, geological maps, mining maps, environmental monitoring maps that can be scanned and digitized; the latter one can be converted to required data format. After editing, all the data will be stored into spatial database.This component refers to the projects and study areas of Science and Technology Program for Responsible Mining in Mindanao. The mining stakeholders that provide valuable information to the system can also be classified under this component.
(2) The environment analysis model libraryInformation System for Responsible Mining (IS4RM)
The environment analysis model library integrates various environmental analysis models that are created for the mining area with GIS to quantitatively study the transference and transform rule of the pollutant, dimensional, forecast the change trend in the space-time of environmental condition, which makes the environment monitoring, analyzing, modeling and predicting conveniently and efficiently.
(3) The visualization module
The environment information and environmental analysis results can be visualized with various expression methods in GIS such as diagrams, charts, 2D or 3D graphs, especially thematic map generated by GIS is quite efficient to environmental visualization.
(4) The attribute data managementThe IS4RM is an information management system tailored to the workflow and processes of project and programs of S&T Program for Responsible Mining in Mindanao. It is an online software package that provides efficiency in monitoring the outcome and progress of the project in Mindanao. The system can provide updated information to the oversight agency, funding institution and project in-charge on the actual deployment and implementation of the project.
The IS4RM will be built to capture relevant information from different project in responsible mining and store it in a centralized database for rendering along with the map and its knowledge representation. Figure 2 illustrates the development framework along with the database, infrastructure and servers for seamless rendering of maps and GIS information. The application layer is composed of five major components namely the Profile Management for Responsible Mining Module, Flora and Fauna Inventory, Map-based Knowledge Management, Project Monitoring Dashboard and Collective Reporting System. The detailed descriptions of each component are the following:
- Profile Management for Responsible Mining Module – An interface for entry of raw data relevant to responsible mining. This module captures the basic information gathered by other projects in responsible mining.
- Flora and Fauna Inventory Module – taxonomic interface of species under study in themining site and neighboring location. This module provides a mechanism on capturing object on site using smartphone and other mobile devices.
- Map-based Knowledge Management Module – a management module that aggregateinformation related to responsible mining into knowledge with map overlay for visual presentation and rendering.
- Project Monitoring Dashboard Module – interface for monitoring the activities of allprojects under responsible mining. Documents and reports for oversight agency will also be available in this module.
- Collective Reporting System –interface to provide unobtrusive facility to send report and content in the study site or in local community.
(3) Servers and Infrastructure
The servers are the service layer of the framework where the application resides. It is built along with the infrastructure such as internet connection and data center,
(4) Data Normalization
The data normalization component is a mechanism to clean and sanitize the output data from different projects of RM. This scheme must be invoke so that the format of data sets will be compatible to the system. Creation of compatible maps for the system is also created at this component along with its computation, modeling and other scientific calculations of the desired output.
